Reflections for the Week of December 9-13

Police:

 Captain Felker and Officer Hoatson attended the Airport Flight Dedication Ceremony

 Attended the Gains SIMS Mapping Meeting. This begins the process of improving mental health resources in our area.

 Attended the APS Leadership Meetings

 Held two Employee Christmas Dinners so that all shifts could have an opportunity to attend

 Attended the APS Safety Meeting for emergency incident planning

 Attended RAI Focus Group for Law Enforcement: Topic was Juvenile Detention Resources

 Attended the PCAN/POAN meeting regarding retirement benefit updates for public safety personnel

Fire:

 Chief attended APS District safety meeting Tuesday.

 Department monthly meeting held Wednesday.

 Career Staff meeting held Thursday.

Community Development:

 Issued a Certificate of Occupancy for Daylight Donuts.

 The new Nuisance Abatement Officer, Angela Scott, started December 9th.

 Planning Commission had a meeting December 10th for a Preliminary Plat Application.

 Exterior wall framing is complete for the WNCC Line School expansion.

 Ran new Cat 6 Ethernet cables to the new nuisance abatement office in the Municipal Building.

Human Resources:

 Completed payroll processing changes for all City employees.

 Open enrollment began December 1st and ends December 15th for all benefit-eligible employees.

 Reviewing HRIS documents and processes for 2025 changes to Benefits, Onboarding, and document tracking for employee files.

 Incorporating final changes to the Personnel Handbook. Preparing to disseminate to employees and collect document acknowledgment.

 Met with the Alliance High School Careers class to assist with mock interviews and provide feedback to students regarding applications, resumes, and job skills.  Ensuring compliance with new state and federal regulations, including recent updates to HIPAA policy and Secure 2.0 requirements.

 Accepting applications for Police Sergeant, Police Officer, Street Maintenance Worker, Secretary, and Part-Time Nutrition Delivery Driver.

 Managed the application process, administered applicant testing, completed interviews, completed pre-employment and post-offer conditions for new hires, and facilitated onboarding for newly hired employees.

 Met with employees and department head.

 Worked collaboratively with department heads, supervisors, and employees on the Family and Medical Leave Act (FMLA), Workers’ Compensation, and Americans with Disabilities Act (ADA), and processing related requests. Maintained two Department of Transportation (DOT)-required drug and alcohol testing programs.

Accounting and Finance:

Utilities Billing Services:

 Cycle 2 bills mailed

Electric:

 Continue to rebuild 3-phase line on CR 64 and Rock Road

 Energized new electric service on east 3rd street

 Repaired Christmas decorations abused by wind

 Replaced/repaired several streetlights

 Attended bid opening for janitorial contract; met with janitorial contractor to discuss  Operated Cody generation plant per MEAN request on Thursday morning  Performed maintenance on battery banks at substations

 Assisted Altec mechanic performing maintenance on line trucks apparatus Water/Sewer:

 Installed 100 radios

 Collected water samples and chlorine residuals

 Completed 11 work orders, 4 locates

 Inspected sewer line on 31st.

 Completed oil change on vactor truck

 Pressured washed wet well at D station

 Added grease enzyme to all lift stations

 Flushed 2 fire hydrants on Toluca

 Transferred tools from unit #1404 to unit #502

Streets:

 Completed 4 locates

 Installed lifting bracket on snow blower; competed initial setup and operation of snow blower

 Completed routine vehicle oil changes

 Replaced faded street signs

 Replaced batteries in unit #911

 Graded E. 8th Street

 Conducted training n backhoe and grader

 Completed employee goal list and entered into Paylocity

 Removed deer carcass on 3rd Street

 Moved dirt for landfill operations

 Painted curb on Flack Ave.

 10 year CIP submittals to department head

Transit:

 Reviewed all maintenance plans for vehicles

 874 riders this week

 Created and implemented goals for all employees

Landfill:

 178 customers; 201 tons of refuse collected this week

 Ongoing Loader training

 Baler cleaning

 Ongoing construction of SE corner of loose fill pit

 Ongoing CIP work and budget entry

Parks:

 Helped move equipment at the Senior Center.

 Worked on off-season servicing of the pickups.

 Completed some welding repairs on the dump box trailer and repaired the lights.  One funeral this week.

 Finished picking up leaf and grass piles and hauling them to the landfill. Museum:

 The Christmas Festival wrapped up on Saturday and was a great success. All week we have had individuals picking up items that they purchased from the festival.  Started sorting and packing up Christmas items in the basement

 Staff assisted with research for several individuals regarding family and Newberry Saddle research.

 Completed updating the Alliance alumni information

RSVP & Senior Center:

 RSVP had 15 volunteers in the community assisting with events, making cookies, and delivering meals.

 Center hosted several card parties, bingo, coffee and treats, and a movie afternoon. For details on these events that are open to the public, please call the Senior Center.  The Center will be hosting an art project event next week. Please call the center at 762- 1293 for details.

Library:

 It has been yet another busy week here at the library! Patrons have been enjoying the Christmas decorations along with all the wonderful holiday titles we have! There are several Christmas displays full of light reads for the holidays and Snoop on the Stoop and Martha on the Mantle are still lurking in the library for our patrons to find for a Christmas prize!

 Children’s and Youth Services Librarian Cynthia Horn hosted a Breakout Box event “The Christmas Elf” with students from Alliance Middle School and AMS Librarian, Lacy Helms. Story Time A to Z featured Majestic M including Mickey and Minnie Mouse watercolor. The search for Pete the Cat will continue through December 24. This week is the Abominable Snow Monster Stuffy Workshop and Movie featuring Rudolph, the Red Nosed Reindeer with refreshments courtesy of the Alliance Public Library Foundation. Cynthia organized Book Mobile items, shared announcements on KCOW Radio, plus cataloging new items and maintaining backpacks. Her ongoing projects include updating the website, book displays, checking the shelving of the library collection and preparations for upcoming events.

 Technical Services Librarian Emily Nelson updated the website with the newest Bookworm and Staff Picks. She prepared the Director’s Report for the month of November and posted it to the website as well. She also made weekly Bookmobile deliveries and assisted patrons on the computers.

 Adult Services Librarian Nalani Stewart cataloged new materials, pulled old books from the new shelves, and prepared the stats for the Director’s Report. She also hosted the book club at Highland Park Care Center and the Fiber Arts Clubs.

 Library Clerk Stephanie Hamilton has helped in cleaning up the bindery books and preparing prizes for the contests. She also has been helpful in processing replacement items for those in the collection that are in disrepair.

Administration:

 Met with various department heads and did an annual performance review.

 Met with Hannah Robinson, BBDC Director. Attended BBDC “Perfect Blend” in Hemingford.

 Attended an Airline Selection Committee meeting.

 Attended an RSVP meeting to discuss the proposed Volunteer Youth Alliance initiative.

 Met with a vendor to resolve an issue and discuss termination of the relationship.

 Worked on resolving the boundaries of the Veteran’s cemetery, boarding and securing of 1st Interstate Inn, container buildings for the landfill, various refuse-related issues, bathroom for Bower Park, and setting up interviews as part of securing a public safety center architecture firm.
