BOX BUTTE COUNTY BOARD OF COMMISSIONER PROCEEDINGS

Chairman Burke called the meeting to order in the Board Room, second floor of the County Courthouse, 515 Box Butte Ave., Ste 202, Alliance, NE at 9:00 a.m., April 2, 2025, following an opening prayer. Notice of meeting was published March 19, 2025, in the Alliance Times Herald. Affidavit of publication has been received in the office of the County Clerk. Agenda was emailed and posted on the county’s website: boxbuttecountyne.gov, April 1, 2025. Roll call: Mike Sautter, present; Brett Ditsch, present; Steve Burke, present. Martie Burke, County Clerk, recorded the proceedings of the meeting. County Attorney Marissa Curtiss was present. Following the Pledge of Allegiance, Chairperson Burke acknowledged that this meeting will follow the open meeting act posted on the North wall of the County Board Room. Burke moved to accept the Applications for Exemption Form 457 for VSL Alliance Assisted Living LLC and VSL Alliance LLC presented by Treasurer Valery Bell, seconded by Sautter. Sautter moved to sign correction book No. 286 as presented by Assessor Michelle Robinson, accelerating the 2025 taxes for Property ID 070239673, seconded by Ditsch. Sautter, yes; Ditsch, yes; Burke, yes. Motion carried. Sautter moved to close BOARD OF EQUALIZATION at 9:21 a.m., seconded by Ditsch. Sautter, yes; Ditsch, yes; Burke, yes. Motion carried. Assessor Robinson provided an update on office copier options. No action taken. Burke moved to approve the bid submitted by Scott Mills for “Lot 2, Block 2, Third Addition to the Homestead Addition of the City of Alliance, Box Butte County, Nebraska, according to the recorded plat thereof” in the amount of $500.00, seconded by Sautter. Sautter, yes; Ditsch, yes; Burke, yes. Motion carried. Sautter moved to approve the bid submitted by Luz Marina Girard for “a tract of land located at the East 66 feet of Lot 8, Block 26, Original Town, which tract of land is located in the City of Alliance, Box Butte County, Nebraska, according to the recorded plat thereof” in the amount of $501.00, seconded by Ditsch. Sautter, yes; Ditsch, yes; Burke, yes. Motion carried. Sautter moved to approve the bids submitted by Jay Dubs for “Lots 7 and 8, Block 6, First Addition to H.E.R.B. Addition to the City of Alliance, Box Butte County, Nebraska, according to the recorded plat thereof” in the amount of $51.00 per lot, seconded by Ditsch. Sautter, yes; Ditsch, yes; Burke, yes. Motion carried. Caleb Johnson, J13 Enterprises, LLC, provided budget related legislative updates. No action taken. Colin with Fuller Construction conducted the April elevator progress meeting. Leroy Svatora, Berggren Architects attended via zoom. Sautter moved to approve CCP#9 to be signed on AIA forms when presented, seconded by Burke. Sautter, yes; Ditsch, yes; Burke, yes. Motion carried. Sautter moved to approve CCP#15 and CCP#16 to be signed on AIA forms when presented, seconded by Ditsch. Sautter, yes; Ditsch, yes; Burke, yes. Motion carried. Road Superintendent Keegan provided a road and equipment report. Sautter moved to allow a commissioner to bid up to $43,000.00 for a semi at Kraupie’s April 4, 2025 auction, seconded by Burke. Sautter, yes; Ditsch, yes; Burke, yes. Motion carried. Sautter moved to approve Resolution 2025-04 Certificate of Completion – Statewide Upgrading Existing Stop Sign Locations, seconded by Burke. Sautter, yes; Ditsch, yes; Burke, yes. Motion carried. The Board has directed Keegan to go out for rock crushing bids in the Hashman pit to be awarded at the May 7, 2025 Commissioner meeting. Bids are due in the Clerk’s office by 11:30 a.m. on May 2, 2025. With all agenda items addressed, Chairman Burke adjourned at 11:52 a.m.
