Regional West Health Services Announces Management Agreement and Sale of Regional Care, Inc. (RCI) to CGS Health

Regional West Health Services has entered into an executive management agreement with CGS Health, a third-party administrator currently based in Connecticut, with the intention of finalizing the sale of the assets of Regional Care, Inc. (RCI) on Dec. 1, 2025.

RCI was founded in 1992 with two employees and a mission to contain rising healthcare costs. Thirty-three years later, RCI is recognized nationally as a premier independent third-party health plan administrator.

“Regional West is dedicated to enhancing healthcare services in our region, and to achieve this, we needed to concentrate our efforts in the delivery of patient care,” said Ned Resch, Regional West President and CEO. “We’re grateful to the community and local businesses for their longstanding support of RCI. We are proud to have found an acquirer in CGS Health that recognizes its potential. Their experience in third-party administration and focus on growth will ensure that RCI continues to thrive and expand opportunities in Scottsbluff and beyond.”

“RCI has earned the confidence of employers and members through decades of personal service. Being acquired by CGS Health preserves RCI’s local roots while extending its reach and resources. We are excited to work together to deliver measurable results for employers and improved experiences for members,” said Michael Pastor, Chief Executive Officer, CGS Health.
