District 47 Legislative Update

Last week, we had a wonderful event in Sidney to announce the next chapter for the community’s iconic Cabela’s campus. The campus, which was purchased last year by 59 Properties, LLC, is now available for lease, and we already have one tenant – the University of Nebraska.

It was an honor to join local leaders in education, health care, business, and economic development to share this news. Since then, I’ve been overwhelmed by the questions, ideas, and excitement that so many of you have shared in response. In particular, I’ve had very positive meetings with university faculty, staff, and leaders who are enthusiastic about this opportunity and are already working to determine how best to use the space. Potential activities could include academic programming, extension and engagement services, entrepreneurship support, and applied research. I look forward to sharing more details as they become available.

As we turn from community developments back to the work of the Legislature, the limited time remaining in the session has required us to work late each night to advance as many bills as possible. Despite the long hours, there is a strong shared sense of urgency and commitment to completing the legislative agenda efficiently, while still balancing the need for thoughtful review with the constraints of a short session.

By Wednesday, Day 54, the Legislature shifted its focus to Final Reading, including effort on the state budget. During this stage, the Legislature approved three key measures to adjust the state’s two-year budget. Through a combination of spending cuts, fund transfers, and reallocations, the Appropriations Committee reduced the budget shortfall to approximately $37 million, while also preserving the balance of the Perkins County Canal. Additional revenue-generating bills are expected to eliminate the remaining gap.

To allow time for further consideration, the body voted unanimously to suspend a rule requiring earlier passage of the budget. This provided an opportunity for continued debate before ultimately approving the main budget bills, LB 1071 and LB 1072, both with votes of 35–13. A third measure, LB 1133, passed 48–0 and authorizes over $4 million in claims and settlements. Governor Pillen now has five days to approve or veto them, and the Legislature may override any veto with 30 votes. All three measures will take effect immediately.
