Notice of meeting was published June 18, 2025, in the Alliance Times Herald. Affidavit of publication has been received in the office of the County Clerk. Martie Burke, County Clerk, recorded the proceedings of the meeting. County Attorney Marissa Curtiss and Deputy County Attorney Terry Curtiss were present. Following the Pledge of Allegiance, Chairperson Burke acknowledged that this meeting will follow the open meeting act posted on the North wall of the County Board Room. Burke moved to go out for snow removal contract bids for the 2025-26 season in its entirety with bids to be submitted to the clerk’s office by 4:00 p.m. on August 4, 2025 and to be reviewed by the Commissioners for action on August 6, 2025, seconded by Ditsch. Sautter, yes; Ditsch, yes; Burke, yes. Motion carried. Burke moved to give Treasurer Bell the authority to open an Opioid Settlement Fund, seconded by Ditsch. Sautter, yes; Ditsch, yes; Burke, yes. Motion carried. Burke moved to open BOARD OF EQUALIZATION at 8:20 a.m., seconded by Sautter. Sautter, yes; Ditsch, yes; Burke, yes. Motion carried. County Assessor Michelle Robinson presented Board Notices for properties identified to be over/under valued. Sautter moved to approve the Board Notices for Property IDs 070191077, 070079633, 070075115, 070047561, and 070074682 seconded by Burke. Sautter, yes; Ditsch, yes; Burke, yes. Motion carried. The Board has directed County Attorney Curtiss to prepare a petition to TERC regarding the 1st acre value of the rural residential land use classification for the July 23, 2025 meeting. Burke moved to close BOARD OF EQUALIZATION at 9:02 a.m., seconded by Ditsch. Sautter, yes; Ditsch, yes; Burke, yes. Motion carried. Colin with Fuller Construction conducted the July elevator progress meeting. Fuller is still working on getting pricing for the basement sump pump. No action taken. Road Superintendent Barb Keegan provided a road and equipment report. The Board would like Keegan to proceed with starting the process to remove stop signs at the following locations 900+ CR55, 900+ CR56, 900- CR57, 900- CR58, 1600+ CR62 and a yield sign located at 1500- CR67. Burke moved to approve the Comprehensive Plan with the provided updates, seconded by Sautter. Sautter, yes; Ditsch, yes; Burke, yes. Motion carried. Burke moved to enter into executive session at 10:10 a.m., for personnel matters, seconded by Sautter. Sautter, yes; Ditsch, yes; Burke, yes. Motion carried.
