We wish Kevin Hardin “Good Luck” as he leaves the Electric Department to pursue a different career path. Kevin has been with the City for nearly 8 years.
Airport:
Started required training preparation for wildlife, movement, and emergency plan We will soon receive the rebuilt MALSR boards, which will then be reinstalled, and we will have the MALSR back at full capacity.
Work has started on a Title VI plan for the airport.
Snow removal was the focus of maintenance staff this week.
Fire:
Attended Senior Staff Meeting.
Monthly EMS Training conducted on Cardiac Emergencies.
Career Staff meeting held.
Human Resources:
Processing new employees.
Last week, HR welcomed the new Secretary for the Administration offices, Emmerae Korte.
Conducted Police Officer Entry Level Testing for eligible candidates. Scheduled and prepared for upcoming Police Sergeant Interviews with the Police Review Board and Civil Service Commission.
HR Director Carla Mayhew attended the State SHRM Conference in Lincoln where she is a guest speaker. Carla is presenting on the topic of HR Professionals.
Participated in the City’s monthly EAC meeting to prepare for the upcoming March All Employee Huddle.
Met with Culture and Leisure Services Director Shana Brown in anticipation of the upcoming 2025 Seasoning Hiring process. HR reached out to eligible past seasonal hires regarding their interest in returning for the 2025 season. Interested parties can expect to see available positions advertised at the beginning of March and will be open until filled.
Conducted interviews for open positions in Public Works and the Police Department. Currently working on completing pre-employment conditions.
Held Retirement Plan meeting with the City’s Employee Retirement Committee to discuss any potential changes and enhancements to the City’s retirement Plan. Met with Department Heads and LARM representative to discuss changes in Work Comp coverage and procedures for submitting First Reports and follow-ups.
Responding to requests from employees regarding benefits and other personnel issues. Working with department heads to update job descriptions and submitting for approval. Accepting applications for current open positions. A current list of open positions is

Parks:
Staff completed extensive snow removal because of the duration of the snow storm Repaired snow equipment brooms as necessary

RSVP & Senior Center:
Staff and volunteers hosted an extremely successful valentine dinner for 150 attendees at the senior Center. They served three shifts that day and have had several requests for the event to happen again next year.
RSVP has twenty-five volunteers in the community and six youth volunteers assisting with events and activities. In the first few weeks, 10 kids have signed up for the youth volunteer program administered by RSVP
Local seniors met for card game, Bunco, and coffee and treats at the Senior Center Updated the RSVP funding application.
Library:
We were happy and surprised to see the resilience of our library patrons who still came out to visit us despite the frigid temperatures. Coming up and enjoying some friendship time with a hot beverage and a great new book is a perfect way to beat the chill!
In anticipation of warmer weather, we would like to announce that we will be bringing back our “Read Around the Posies” fundraiser that has been on hiatus for a few years. We had some requests to bring it back, so that we are! The auction will be held during the week before Mother’s Day to allow for great gift buying! Things will be different this year, with a book being featured as part of every item, accompanied by a flower or plant ensemble to reflect the theme. We are already working hard on making this a great reintroduction on what used to be an annual tradition. Watch for more details!
Children’s Librarian Cynthia Horn organized Book Mobile items, maintained backpacks and cataloged new items. Her additional projects include preparing for upcoming events and updating displays.
Adult Services Librarian Nalani Stewart cataloged new materials, changed out displays in the DVD and Nonfiction sections, and hosted the True Crime and Highland Park Care Center Book clubs.
Technical Services Librarian Emily Nelson processed interlibrary loans for the book clubs, updated the social media sites, and assisted patrons. She also updated the website with new Staff Picks, Bookworm, and programming.
Library Clerks Pam Becker and Stephanie Hamilton have been helping with organizing upcoming programming and fundraising.
Museum:
Staff continued with preparation for hosting the state museum conference including dyeing 120 bags and lanyards for the event.
Continued sorting and filing photos, documents, and other records in the Heritage Room Completed displays in the Theater room and continued working on the exhibits in the new basement display space.
Transit:

Attended the quarterly NDOT meeting for Transit. Also working on the Transit Program grant renewal application.
Reviewing draft contracts for possibly providing dispatching services to the Box Butte County Sheriff’s Office and for preliminary design of a possible Public Safety Center. Attended Council Meeting and follow-up Staff Meeting.
Reviewing and updating the City’s Refuse Ordinance, Sidewalk Ordinance, Purchasing Policy, and Donations Ordinance.
Researching information for housing. Preliminary research on implementing recommendations from the City’s Comprehensive Plan, including traffic improvements at the intersection of 10th and Emerson.
Met with vendors on the possibility of adding a web portal for Transit customers to reserve rides and with CivicPlus regarding a reservation system for parks and cultural leisure.
City Council Meeting included an update to the Property and Casualty Insurance Carrier for the City. The new coverage greatly reduces the City’s exposure in the case of recovering from a natural disaster by participating in a regional insurance pool.
City Council adopted an interim refuse rate for non-profits, who will receive a discounted price of 50% from commercial rates. Non-profits need to bring proof of their IRS status to the Utility Billing Office located at City Hall, 324 Laramie Avenue to receive this rate. We anticipate reviewing refuse utility rates again upon completion of a rate study.
Brent Ferguson was appointed to serve on the Community Redevelopment Authority Board. We are still looking for interested board members for the CRA. Owen Burnett and Clint Robinson were appointed to the Planning Commission and Scott Bolinger was appointed as an alternate to this Commission.
