Community Development:
∙ Board of Adjustment meeting October 29, 2024 to satisfy State requirements. The Board is statutorily required to meet a minimum of once per calendar year.
∙ No Planning Commission Meetings in October or November.
∙ Added a quick link to the new online mapping website to the bottom of the City’s home page.
∙ Reviewed the proposed updates to the Flood Insurance Rate Maps showing the 100-year floodplain in Alliance.
∙ Started getting specifications and quotes for the annual computer replacement project.
∙ Reviewed applications and test results for the Nuisance Abatement position.
October Permitting:
∙ 8 Building Permits issued for a total estimated improvement value of $893,395.
∙ 9 Zoning Permits issued for a total estimated improvement value of $171,824.97.
∙ 17 Plumbing and Mechanical Permits issued.
∙ 5 Right of Way Excavation, Construction, or Obstruction Permits issues.
∙ 1 Demolition Permit issued.
Building Projects:
∙ Started working on the Building and Permitting portion of the ISO study. The Fire Department portion was completed last year.
∙ Consumers COOP Credit Union 3rd and Cody has completed their framing.
∙ Westco Fertilizer bulk storage building is working on resolving an issue with the electric before a Certificate of Occupancy can be issued.
∙ Westco Agronomy Buildings have some landscaping issues they are working on before issuing a Certificate of Occupancy.
∙ Bloedorn Lumber has nearly completed their remodel and addition. They are working on finishing small items and parking lot striping.
∙ Heartland Flats is working on striping their parking lot. Landscaping is nearly complete.
∙ Daylight Donuts is working on finishing the kitchen and their signage.
Facilities Maintenance:
∙ Repaired and glazed multiple windows on the north side of the Municipal Building. The wood structure of the windows was found to be rotten and the glazing that helps holds the glass in was crumbling.
∙ Repaired and painted the walls in the old legal office to move the Nuisance Abatement Officer to the Municipal Building from the Central Fleet Garage.
∙ Worked on getting the generator at the library up and running.
∙ Did a 30 year tune up on the waste oil heater in the Central Fleet Garage. Water/Sewer:

∙ The archival project continues. Staff finished the railroad collection this week

Golf Course:
∙ Play is starting to slow down as the weather has cooled off.
∙ Staff planted and mulched new trees in various locations on the course. RSVP & Senior Center:
∙ RSVP had 10 volunteers in the community this week assisting with activities and events.
∙ Seniors handed out candy at the Senior Center for Trick-or-Treaters on Halloween.
∙ Hosted card events, bingo, bunco and coffee and treats on Friday morning.
∙ Over 1,200 meals were served in October at the senior center.
Parks:
∙ Assembled replacement bleachers to be placed at the rodeo grounds
∙ Finalized winterization of the fountain with antifreeze and ordered some replacement parts for the fountain Christmas Lights.
∙ Winterized the softball concessions stand.
∙ Filled holes all over the dog park
∙ Moved picnic tables downtown for Halloween activities
∙ Started leaf harvest in areas where accumulation was excessive. This will continue for several weeks.
∙ Cleaned the mowers to prepare for winter storage
∙ Hauled rock and mulch to the golf course
∙ Winterized the irrigation at the cemetery
Library:
∙ Final preparations are being made for the annual Literary Basket auction, which will be held November 21st. We will have around 50 baskets this year!
∙ Technical Services Librarian Emily Nelson made the weekly bookmobile deliveries, assisted patrons, and helped with the upcoming basket auction. She also updated the social media sites and website with information on November programming and created a Canva slide for her new “Device Advice” program that will begin next week to assist patrons with technological issues they may be having with their personal devices.
∙ Adult Services Librarian Nalani Stewart cataloged new materials, changed out displays and hosted the book club at Highland Park Care Center. She also prepared the stats for the Director’s report, removed older books from the new shelves and prepared for future programs.
∙ Children’s Librarian held Story Time featuring “H is for Happy Halloween” and a Costume Parade! The Alliance Police Department, including SRO Tyler Sherlock, shared Halloween Safety and some cool take home treasures. The search for Gertie Ghost continued through October 31st. Cynthia made KCOW announcements, organized Book Mobile, made preparations for upcoming events, updated the website with November programs, made a new Wiggleworm feature, and prepared recent photos for Facebook. She also did book displays for November, performed backpack maintenance, cataloged new items and compiled October Stats.
∙ Library Clerks Stephanie Hamilton and Pam Becker have been assisting with final preparations for the Literary Basket auction and processing Christmas titles—yes, CHRISTMAS, Already!!
Airport:
∙ Seal coat Runway 12/30 & 8/26 – All painting is completed and final inspection will happen soon to finish out this project!
∙ Airline renewal work continues to be our main focus. Interested airlines must submit their bids to the DOT by November 19th. Participated in a phone conference with Denver Air Connection and Volaire (airline consultant) to discuss.
∙ Met with local Denver Air Connection station manager to discuss car rentals, local processes, and visit about an upcoming event. More information to come soon!
∙ Preliminary work continues on potential new equipment for the terminal checkpoint. Participated in a meeting with Community Development and airport engineers regarding options.
∙ Completed work to place bulk poison order. Thank you to Whisper for helping identify surrounding landowners of City property. Met with one local landowner to discuss joint efforts on prairie dog control.
∙ Participated in a phone conference call with Game & Parks regarding potential prescribed burn in the spring.
∙ Maintenance staff replaced overhead lights in Maintenance shop. They also replaced the heater units in the ARFF station.
∙ Deice training with new employee was completed. This is training for using the deicer for the airfield surfaces including runways, taxiways, and apron areas.
∙ Winter preparation on the small plow was completed which includes loading chemical onto the truck. The small plow is the piece of equipment that we use for deicing chemical in the winter but also use it for weed poison in the summer.
∙ Repair insulation over shop door in Building #3209.
∙ Routine maintenance on the overhead doors in the maintenance shop. All floors were cleaned.
Human Resources:
