Reflections for the Week of Oct. 31-Nov. 4

BBDC:

• Attended CRA Meeting in Hemingford on Tuesday.

• Wednesday, participated in UNL Extension “Connecting the Dots” with 128 Alliance & Hemingford HS Sophomores – careers, game of life simulation.

• Also Wednesday, hosted two sessions of “The Entrepreneurial Equation” with presenter Dalsey Lambley, Edward Jones at BBDC offices.

• Prepping to host a Site Visit from IEDC Team November 6-9 to review Business, Retention, and Expansion – they will conduct various interviews and focus group meetings.

• Prepping for BBDC Annual Meeting Tuesday morning at 9:15am – BBDC Office. All are invited.

Police Admin:

• Meetings: Central Square, CALEA, Datalytics, Stanford University, PCAB, South Central, Culture Reframed, IACP.

Police Communications/Intelligence:

• Coordinated 491 calls for service.

• Completed 6 report requests.

• 1 firearm permit issued.

Police Operations:

• 2 Child Welfare Investigations.

• 0 DUI, 29 Traffic Stops.

• 5 accidents.

• 0 K9 deployments.

• 94 Building Checks.

• 24 Community Contacts/Business Checks.

• 0 Vacation House Checks.

• 5 Active Investigations.

Animal Control:

• 25 Animal Calls.

• 7 Dog Impounds. 6 dogs currently in the shelter.

• 0 Cat Impounds. 1 cats currently in the shelter.

Code Enforcement:

• 1 Code enforcement issues.

Notable Service:

• Satisfaction rating 91%.

• Overall crime is down 2.8% YTD from last year YTD.

• Officers responded on a suicidal individual with a gun. Officers successfully helped the individual and transported them to the hospital without force.

Parks:

• Used the boom to spray all the large parks including Laing, both sides of Central, Dog Park.

• Mowed the higher growing native grasses in preparation for Winter.

• Brought mowers from the Cemetery and started equipping them for snow.

• Blew out the Central Park and Laing Lake bathrooms.

• Winterized the old Fleet Services building as the water was shut off for the season.

• Covered the fountain and mushroom water feature at the pool with old pool umbrellas. The canvas is heavy and works well to protect those items from winter damage.

• Mowed/picked up leaves at smaller parks and Box Butte Islands.

• Leaf harvest is under way. As leaves fall in all the larger areas with heavy tree populations they are collected and disposed of.

• Completed an evaluation of all landscape areas to get plant order lists ready for 2023.

• Got quotes for building upgrades and equipment purchases included in the 2022/23 budget.

• Prepared for one funeral on Saturday.

• Coordinated work to level concrete on the pool deck. The North West area of the deck has some heaving and foam leveling was pumped under the concrete to remedy that.

• Started assembling information and photos for a seasonal training power point to educate temporary employees on recognizing safety and maintenance issues within the parks when they are working.

• Evaluated all landscape areas with All Seasons Landscaping to make design plans and plant lists for the plant bid for 2023, which will go out in December.

• Worked with multiple elevator companies to get parts and service lined up as the Museum elevator is not operational.

• Coordinated PR efforts regarding spraying activities and the Public Meeting scheduled for November 7th.

Golf:

• Blew out the irrigation system for Winter.

• Golfers took advantage of the last beautiful days of fall. Expect that to slow down as the weather cools off.

• The pro shop will have lots of items for holiday shoppers.

RSVP & Senior Center:

• Staff served meals in house and delivered this week.

Museum:

• We took part in the downtown Trunk or Treat for the first time and loved that the kids recognized us as the “museum ladies”.

• We did some major fall housekeeping and rearranging in our storage area.

• The first items for our Christmas Festival arrived and are outstanding. If you would like to take part in our yearly fundraiser or have questions, please call 762-2384.

• The entire written inventory of Museum artifacts has been successfully input on the Past Perfect database! This has been a lengthy and ongoing process. Additions to the collection will continue as artifacts are received.

• Hosted the monthly scrapbooking event. We hosted two community meetings for the Alliance Police Department, in addition to a baby shower and a TSI testing meeting.

Library:

• Construction on the building is going full force this week with both the roof and the bookstore being re-done. We have been very grateful for Ross Grant, Terry Monroe, Xavier Robb, and Eric Gosnell all helping us out with finishing the bookstore! These guys have put in some hard hours this week with flooring and ceiling tiles! The room is looking great!

• This week Technical Services Librarian Emily Nelson recorded stats for the month of October and prepared the October Director’s Report. She also processed ILLs for patrons and book clubs, assisted patrons, updated the website and Facebook page, and assisted with crafts for the Bountiful Baskets Fundraiser.

• The Bountiful basket preparation is in full swing with the auction beginning November 14th. There are great items this year for all ages so come check them out!

• We are happy to report that the east parking lot has been re-opened to the public and the book drop is also fully accessible! Thanks to all our patrons for their patience and understanding during our roof replacement.

Electric:

• Completed the Emerson/Platte alley rebuild project.

• On Saturday, worked with Parker Plant maintenance staff to have a whole plant outage to perform metering upgrade as well as maintenance on electrical equipment.

• Upgraded the underground primary service line to Rock Valley Physical Therapy as part of system maintenance.

• Started a primary line rebuild project on west 5th street between Black Hills and Dakota Avenue.

• Started a three phase primary line rebuild on CR 60 north of Lincoln road.

• Started a three phase rebuild project south of Knox Road west of CR 60.

• Working with a local electrician on a service upgrade in the Vista Trailer Court.

• Working with vendor to acquire parts for substation feeder repair after vehicle accident last week.

Finance:

• The Quarterly IT Advisory meeting was held on November 1st. Updates on projects in progress were discussed, and server upgrade work began directly after the meeting.

• Q4 Council report was presented last week during the Council meeting.

Community Development:

• 28 Building Permits issued in October. Total project valuation of $356,264.25.

• 4 Zoning Permits.

• 8 Plumbing and Mechanical Permits.

• Vista/Meadows Mobile Home Parks applied to bring in 11 new mobile homes.

• November 8th Planning Commission Meeting:

o Rezone from Agriculture to Heavy Commercial at 1630 West 10th Street (Westco Tire Shop). Item to be at Council on November 15.

• November 17th Board of Adjustment Meeting:

o Request for a variance from maximum driveway widths for 1630 West 10th Street (Westco Tire Shop).

Fire:

• Staff met with Human Resources on Paylocity and change in timekeeping.

• Chief met with State Fire Marshal staff.

Facility Maintenance:

• Library parking lot re opened.

• Trim completed in book room.

• New handicap signs installed at Senior Center.

• City Hall stair heater maintenance evaluation underway.

Water/Sewer:

• 16 locates completed. 35 work orders completed.

• New backhoe received after an 18-month wait. Backhoe training conducted.

• PAX mixer installation complete at Toluca tower. Wiring for mixer completed at Toluca tower. Bac-T samples taken at Toluca tower, which is now back online.

• A Station air release repaired. A station thermostat replaced.

• Flow test complete on fire hydrants at the Parker complex.

• Working on Well soft start estimate Well #1.

Streets:

• Winter vehicle servicing underway.

• Sweeping ongoing.

• Concrete repair job completed 16th and Boise.

• Concrete repair job completed 13th and Dakota.

• Employees attending required CDL training in Gering.

• First snow removal/salt application complete.

Landfill:

• 275 tons of refuse collected this week.

• 266 customers.

• Assembled roll out and dumpsters.

• Cleaned conveyor basement. Installed basement lighting. Conveyor repair underway.

• Landscaping work underway.

• Cover completed on east end of loose fill pit.

• Moved to new dumping area on east side of MSW.

• Repairs to truck 1111 completed.

• Began scraper blade leveling repair.

• Placed dirt cover.

• Built up dirt stockpile.

• Wire tie machine routine maintenance completed.

• Heating repair underway on tipping floor.

• Dozer and loader maintenance complete.

• Sign adjustment for traffic flow efficiency.

• Organized for winter machine parking indoors.

• Expanded baseline C&D platform.

• Ongoing software updates.

Transit:

• Continued training on new dispatching software.

• 740 riders this week.

Airport:

• Rehabilitation of Taxiway and Apron project is officially suspended until Spring. Taxiway C & D, Terminal Apron and a portion of the General Aviation Apron are complete except for final coats of paint that will happen in Spring. Those areas mentioned have been inspected and opened back up to aircraft.

• Pre-construction meeting was held today for the 2021 hail storm insurance claim project. Work will begin on Monday morning.

• First snow removal of the winter season has happened with no major issues.

• Passenger counts for October were 359 enplaned and 355 deplaned.

Administration:

• Work has begun on the FY 23-24 budget.

• Reviewing proposed changes to the City’s Comprehensive Plan. Public Hearings seeking feedback on the Comprehensive Plan changes are forthcoming in 2023.

• Conducted training for Department Heads.
