The City of Alliance is pleased to announce that the historic gymnasium located within City Hall will once again be available for appropriate community organizational use.
The City has developed a formal use agreement intended to provide organizations access while protecting the facility, maintaining City operations, and ensuring that the gym remains available fairly among interested groups. Organizations interested in using the gym will be required to enter into a City Hall Gym Use Agreement, obtain City Manager approval, and provide the required liability insurance before any dates may be scheduled or use may begin. Use of the facility will be temporary and nonexclusive, and approval of an agreement will not provide any organization with permanent or priority rights to the gym.
Because of the age and original design of the Alliance Municipal Building, portions of the facility, including access to the gymnasium, have accessibility limitations. For that reason, the gym will not be open for general public access or unscheduled public use. Use will instead be limited to approved organizations operating under a City Hall Gym Use Agreement and an established schedule. Organizations should consider the accessibility needs of their participants when requesting use of the facility and should contact the City regarding any needed accommodations.
Additional conditions will include:
City Manager Approval. All agreements must receive approval from the City Manager before dates or times may be scheduled or use of the facility may begin.
Fair Access. Scheduling will be limited as necessary to provide reasonable opportunities for other community organizations and users. No single organization will be permitted to effectively reserve the facility on an exclusive or continuing basis.
Initial Deposit. A deposit will generally be required. The deposit may be applied toward cleaning, damage, lost keys or access devices, or other costs for which the user is responsible.
After-Hours Use. Most organizational use will be scheduled outside of normal City Hall business hours of 8:00 a.m. to 5:00 p.m., Monday through Friday, so that an organization’s use does not interfere with City operations.
Insurance. Users will generally be required to maintain at least $1 million in general liability insurance and provide proof of coverage before use begins.
Responsible Use. Groups will be responsible for supervision, security, cleanup, proper use of the facility, and compliance with the terms of their agreement.
City Manager J. D. Cox said reopening the gym is an opportunity to return a unique community asset to back active use. “I am very pleased that we can make this wonderful facility available to the community once again. It may no longer have all of the luster it had in its earlier days, but when you consider the thousands of residents of our Best Hometown in America who have walked onto that gym floor, competed there, gathered there, saw plays and dances there, cheered there, and taken pride in that facility throughout its long and storied history, it means a lot to be able to open these doors again. I am very proud that we have found a responsible way for our neighbors to once again use and enjoy a part of Alliance Municipal Building that holds so many memories for our community.”
The City will work with interested organizations to establish reasonable schedules that provide access to as many groups as possible, while protecting City operations, the facility, and opportunities for other users.
