Reflections for the Week of April 8-12, 2024

Police:

∙ Chief Leavitt successfully completed firearms qualifications, continued one-on-one meetings with staff, and completed final steps in the reciprocity process.

∙ Appointed Officer Parker Dahlberg to be our Fleet Coordinator.

∙ Began the process of reviewing and revising all APD policies.

∙ Updated APD website – redesign pending in the near future.

Fire:

∙ Chief Shoemaker participated in the Panhandle Planning, Exercise, and Training (PET) committee meeting.

∙ Staff taught Public Works and Transit personnel CPR on Monday, Tuesday, and Wednesday.

∙ Chief met with State Fire Marshal’s Office on the vacant Deputy State Fire Marshal position for our inspection area.

∙ Monthly department-wide meeting was held.

∙ Chief attended Scotts Bluff County Mutual-Aid Association meeting.

Water/Sewer:

∙ CPR Training.

∙ AMPS & Volts on wells.

∙ Greased Backhoe and Vactor truck – checked all fluids.

∙ Fixed Communications on several wells & lifts due to power outage.

∙ Training on Compound water meter.

∙ Worked on “D” Station & Elkhorn APU’s.

∙ Replaced water & sewer maps in trucks.

∙ 5 Utility Office workorders. 8 Locates.

∙ Weekly Water Samples and Chlorine Residuals.

Electric:

∙ The storm on Saturday and Sunday caused several issues; the largest being the loss of incoming power two times, the wires slapping caused numerous blinks and brown-outs. Our Berea reclosure opened twice, once Saturday night and again Sunday morning. After riding the line the reclosure was closed back in both times. We had one pole blow over south of town and one rural residence was out of power due to broken wire early Sunday morning. There were several other calls of smaller issues also.

∙ We replaced the broken pole and rebuilt a section of line south along Highway 385 by Schiff feedlot.

∙ Trenched in conduits and set underground cabinets for the Westco expansion projects. ∙ De-energized an irrigation well service for them to perform work.

∙ Assisted with the off- loading of transformers for the solar field.

∙ Three personnel attended training.

∙ Assisted mechanic repairing an anti-freeze leak on generator #1.

∙ Work progressed on the Schiff line extension project.

∙ Repaired/replaced/installed several street and security lights.

Streets:

∙ Picked up tree branches.

∙ Fixed four signs.

∙ Replaced couplers on skidsteer.

∙ All employees got certified in CPR.

∙ Fixed culvert at 2nd and Williamette, as well as 3rd and Pine.

∙ Ongoing alley work

∙ Work on tractor

∙ Patch pot holes

∙ Locates

Transit:

∙ 801 riders.

Landfill:

∙ 125 customers.

∙ 177.65 tons.

Airport:

∙ Wayne attended Airfield Marking Professional Symposium this week in Arizona.

∙ Worked with Fire Department and Game & Parks on a prescribed burn on airport property.

∙ Final capital purchase and budgets for next year was the focus of this week.

∙ Received two packets from potential consultant firms for the Airport Layout Plan. HR:

∙ Preparing new hires for onboarding and completing pre-employment conditions.

∙ Setting up Seasonal Hires for Parks, Streets, Airport, and Golf Course and assisting with onboarding steps.

∙ Conducting WNHRA Monthly meeting to discuss current topics and regulations. ∙ Updating FMLA templates for employees to help them understand their options and requirements for leave.

∙ Attending training for City Employees.

∙ Scheduling interviews for open positions

∙ Ensuring compliance for FMCSA and FTA drug programs.

Golf Course:

∙ Annual Men’s Club meeting conducted at the clubhouse.

∙ Collection of cart storage and annual membership fees continued.

∙ After the rains, maintenance staff used a roller on the driving range in an effort to smooth it out.

∙ Staff is arranging to purchase trees to get started in a nursery at the course, that can eventually be moved onto the course to increase the number of trees and diversify the species of trees on the course.

RSVP & Senior Center:

∙ Added four new participants for the meal home delivery service this week.

∙ RSVP has seventeen volunteers working the community at various activities.

∙ Senior Center patrons participated in an are project hosted by Kyren Gibson from the Carnegie Arts Center.

∙ Continued providing dine in and delivery meal service.

Parks:

∙ Installed water meters on all the park irrigation systems in perpetrating for startup.

∙ Cleaned of the tennis courts for matches.

∙ Staff worked one funeral this week.

∙ Continued working on placement of heavy rubber weed barrier under the fences at the Softball complex.

∙ Removed all of the water return grates at Big Blue Bay for cleaning and before start up.

∙ Removed some large stumps in the beds at the Library.

∙ Filled in holes in the entry ways at Hal Murray Softball complex.

∙ Turned water on in the concessions at the softball complex and repaired toilets.

∙ Picked up needles and leaf piles at the old swimming pool parking lot.

Library:

∙ The weather is heating up and so is the activity level at the library! The library staff has created some fun and informative displays for springtime reading. There are lots of new titles coming in, so come check out something new.

∙ Adult Services Librarian Nalani Stewart created several new displays and cataloged new materials. She also hosted the Monday Night Mystery book club and the book club at Highland Park Care Center.

∙ Children’s Librarian Cynthia Horn conducted outreach visits with three Head Start classrooms, held Story Time featuring “Circus Fun” with lion masks, and did preparation work of Summer Reading packets with St. Agnes Academy students. Cynthia continues sharing coloring pages for the contest, performing inventory, organizing the Book Mobile, cataloging new items, maintaining backpacks, and making final preparations for upcoming events.

∙ Technical Services Librarian Emily Nelson updated the Facebook and Instagram pages with upcoming programming and updated the website with the staff picks for April. She also made weekly Bookmobile deliveries and assisted patrons with printing and other technical issues.

∙ Library Clerks Pam Becker and Stephanie Hamilton have been busy at the circulation desk. We are happy to report that we have opened many new accounts this week and have had some very busy days!

Administration:

∙ Preparations for next week’s City Council Meeting

∙ Participation in Chamber of Commerce Director interviews

∙ Conducted a spot speed study on East 3rd Street

∙ Provided two-day training to seven employees on “Crucial Conversations”

∙ Attended BBDC’s “Perfect Blend” at Open Trails Transportation
